The expandable tree on the left shows how the ACC government is organized.  Click on a branch to show a description of that position including: responsibilities, qualifications, common issues, budget, time required and compensation, and advice to voters.

The topmost level is the Voting Citizens of ACC.  As voters, you determine those who represent you and therefore make the most important decisions.  All elected officials are responsible to you and all decisions flow down from them.  Citizens of ACC (voting and non-voting) are also at the bottom of the tree, because they are the ones who are affected by the government's decisions. You are responsible for abiding by ACC laws and are the beneficiaries of the ACC's services.  This effectively closes the loop and sets up a check and balance system.

ACC has a weak mayor/ strong manager form of government, in which the mayor and commissioners appoint the city manager, but the city manager has responsibility for running the day-to-day operations of most of the ACC's services.

There are a total of 32 elected officials and over 1700 employees of the ACC government.  The largest employing divisions are the police department (291), public utilities (185), fire and emergency services (175), and sheriff's department (159).
